Has South Africa figured it out? – NY Times, USA

After months of enabling Zimbabwe's Robert Mugabe, South Africa has decided to withhold $30 million in farm aid until there is a representative government in Harare. That is only a fraction of South Africa's assistance, but we hope that it means that Pretoria has finally lost patience with the dictator. Without strong and sustained outside pressure, Mr. Mugabe will never loosen his death grip on power.
