Kenya: UN official to probe illegal killings

A key UN official is in the country to investigate extra-judicial killings by the police and armed gangs.Prof Philip Alston, a UN Special Rapporteur arrived at the weekend on a 10-day mission that will bring him face to face with victims of police atrocities.


A statement from the UN Nairobi office said Prof Alston was in the country at the government's invitation.

The statement said the Special Rapporteur will tour centres of extra-judicial killings and interview victims.

His report, however, will not be presented to the Kenyan government but to the UN Human Rights Council.

Based on information obtained during the visit, the Special Rapporteur
will present a report containing his conclusions and recommendations to
a forthcoming session of the Human Rights Council, the statement said.

Violence suspects

The mission is bound to thrust the country into the world limelight
after Members of Parliament last week defeated government efforts to
establish a local tribunal to try those suspected of masterminding
post-poll violence.

The Waki Commission revealed that some of the 1,333 people who were
killed in the chaos were felled by police bullets, allegations denied
by Internal Security minister George Saitoti and Police Commissioner
Hussein Ali.

Prof Alston will meet government officials and MPs and also have
sessions with survivors of the post-poll chaos, academics, the Kenya
National Human Rights Commission and civil society.

He will also visit Mt Elgon to investigate alleged atrocities by the
military, police and the Sabaot land Defence Forces. In Kisumu he will
probe allegations of police killings and Mungiki-related cases.

He ends his tour next Monday.
