MALAWI: Electoral treaty nullified – ruling party

Malawi ruling DPP has said the memorandum of understanding (MOU) which was signed by President Bingu wa Mutharika, former president Bakili Muluzi and MCP presidential hopeful John Tembo meant to prevent pre-election violence facilitated African Union has been nullified.


DPP spokesman Hetherwick Ntaba said in statement that the MOU has been nullified following recent political developments

The three political leaders signed the document which was witnessed by Mozambique's former President Joaquim Chissano.

In the MOU, the leaders pledged to jointly support any process within
the framework of the laws of the Malawi Electoral Commission (MEC), the
principle of establishing a monitoring mechanism to take into account
all concerns during and after elections.

They also vowed to refrain from all negative materials published on the internet, newspapers and aired on the radios.

Ntaba said the MOU has been nullified because Muluzi and UDF leaders
made provocative statements at their campaign launch in Mangochi.

He also said the retracted story on Nyasa Times which claimed President
Mutharika was in ill-health has also contributed to the nullification
of the MOU.

It is particularly a very sad development that Dr. Muluzi and others
in the UDF should be in the forefront of these fabrications and
provocations so soon after he had signed the reconciliation Memorandum
of Understanding (MOU) that had been facilitated by former President
Chissano of Mozambique.

These events completely nullify the MOU which we were all hoping would
help to facilitate elections in this Country, said Ntaba in a
statement.

Perhaps like Hon. Tembo who had trashed these talks even before he had
joined them, this is Dr. Muluzi's way of disrespecting the MOU, as well
as a reflection of his wishes to bring the post election chaos that he
has repeatedly threatened for this Country, said Ntaba.

The Chief political advisor to President Mutharika warned that the
law enforcement authorities shall not allow anyone to inflict the
Kenyan or Zimbabwean type of post election violence to Malawi.

They will deal most effectively with anyone who may openly or covertly plan such chaos for this country, he said

We appeal to Nyasa Times to guard whatever professional integrity they
may have left and resist the irrational temptation to hopelessly
politicize their publication. For a change Nyasa Times Publication
should try to be professional, said Ntaba in statement.

Political analysts have however said nullification of the MOU was not
the solution accusing all parties including the ruling DPP and
President Mutharika has not acted in good faith since the campaign was
launched on March 17.

MCP lodged a complaint to the electoral body to address hate speeches’
President Mutharika made during his whistle-stop campaign tour from
Lilongwe to Blantyre on March 18 when he attacked Tembo and Muluzi
using inflammatory language.
