ZIMRA has failed to account for Carbon Tax moneys that they have collected for so many years in forex. ZIMRA has not been able to account for the Rural Electrification Tax. ZIMRAs mandate is very clear: collecting tax not managing projects such as roads. ZIMRA has not been reformed and is still full of Gideon Gono Financial Intelligence Agents, CIOs, Green Bombers loyal to Gono, Goche and Gushungo Investments grab and loot.
This is an instant gold mine, difficult to audit just like ZIMRA, the Army and Zanu (PF) party cards contributions. Why is the new government creating such a bureaucratic mess right from the beginning? Tollgate money under ZIMRA will never be used for road maintenance. It will go to funding joy summits and useless workshops for the big fish. ZIMRA should be strengthened and neutralised to have productive board members to be responsible for the collection of tollgates money for road upgrading and maintenance.
The corrupt Zanu (PF) is too strong in ZIMRA. They do not compensate motorist whose vehicles are being damaged by bad roads in the whole of Zimbabwe. We may have to appeal to Justice Cheda of Bulawayo to assist us to take ZIMRA to the courts for the damages and non-performance caused. Please go and learn good standards of managing Tollgates from South Africa, Mozambique, Tanzania etc. The temporary police camps established are deliberate targets of the Zimbabwe Police and Army robbers. Daylight robbery by ZIMRA
EDITOR - Augustine Moyo in The Sunday Mail of 9-15 August, 2009 is very correct. We are seeing day robbery on no road service. Normally Tollgates are put on roads that have been resurfaced to provide value for money to be collected from motorists. In this case what are motorists gaining from such dangerous roads that are killing many people?
