AU urged to engage Zimbabwe

HARARE The Institute of Security Studies (ISS) has called on African leaders to engage with Harare to help improve the welfare of Zimbabweans.

The ISS works closely with the African Peace and Security Council (PSC), the organ responsible for enforcing AU decisions. The AU and SADC are the guarantors of the Global Political Agreement, (GPA) that was signed between Zanu (PF) and the two MDC formations in January. ISS compiles monthly reports on the work of PSC. In its analysis of Zimbabwe for December, the group says the formation of a coalition government had heightened expectations of political stability but Zanu (PF) is continuing to breach the GPA by making unilateral decisions and frustrating a constitution-making process.

It also cites resistance by the security chiefs to recognize the authority of the Prime Minister Morgan Tsvangirai because he has no liberation war credentials, saying this highlights the mistrust between the GNU partners. The report notes “The political buy-in for the new dispensation is not widespread. Hardliners in the Zanu (PF) establishment would not be dismayed if the inclusive government failed. State institutions have suffered significant attrition and are now effectively politicized beyond the point where they can functionally address the country’s key social, economic and political challenges.

The reports says the simmering troubles “provides a platform for AU/SADC initiative to revitalise the stalled constitution-making process, address the land reform question and advance questions of national healing and reconciliation with reference to the AU Policy Framework on Post-Conflict Reconstruction and Development (PCRD).
