Shumba, POTRAZ court case stalls

HARARE – A protracted court case between Post and Telecommunications Authority of Zimbabwe (POTRAZ) and TeleAccess has stalled the granting of fixed telephone licenses.

TeleAccess, owned by businessman Daniel Shumba, took POTRAZ to court when the latter revoked its license in 2005 for failing to meet its service obligations.

POTRAZ director general Engineer Charles Sibanda said while the case is before the courts, no licenses will be granted.

“At the moment our hands are tied,” Sibanda said.

“We cannot license or entertain another fixed line operator until the court case is settled,” he said.

The existing government-owned Telone is the sole fixed-line operator in the country. Despite its monopoly it is failing to meet demand due to financial and infrastructural limitations arising from mismanagement, lack of innovative and aggressive business strategies.
