Councillors battle management to ensure service delivery

Marondera town council has set up three special committees to supervise council operations and ensure speedy, quality service delivery to ratepayers.

Headed by councillors, the committees were set up in terms of section 100 of the Urban Councils Act and will initially have a three-month life span.

The mayor, Farai Nyandoro, told The Zimbabwean that council resolutions were not being translated into action on the ground by management. “As city fathers we said enough was enough and resolved to finally whip management into line and get things working in the interest of residents. Our objective is to come up with a ‘quick win’ situation. People want quick and tangible results. We cannot allow a situation whereby council management continues to stall service delivery to discredit the council led by MDC,” said Nyandoro.

He said the infrastructure, rehabilitation and development committee would be responsible for speeding up progress in refuse collection, clinics refurbishment, graves, roads and public halls maintenance, among others.

The revenue enhancement and cost containment committee will scout for potential revenue generating projects. It will also ensure that council collects revenue from residents and business people who were reluctant to settle their bills.

“The committee responsible for community participation, investment and communication will in line with democracy ensure that residents agree the council agenda. The committee will also act as the public relations department of council and sell the town to the outside world,” said Nyandoro.

He described the committee style of management as the first of its kind in the country. Deputy Minister of Local Government, Urban and Rural Development, Sesel Zvidzai, commended the initiative and wished the council well.

“I would like to commend Marondera city fathers for thinking outside the box in order to speed up and perfect service delivery,” said Zvidzai. “This is a good example of a council which has turned to a legal Urban Council provision to fulfil its mandate.”

According to section 100 of the Urban Councils Act, a special committee may at any given time be appointed by the executive committee or council to address a specific need.
