Chihuri threatens to purge ZRP

Senior police officers have accused Commissioner Augustine Chihuri of threatening to purge the ZRP of officers sympathetic to the MDC.

Chihuri, a war veteran and self-proclaimed supporter of President Robert Mugabe, is one of the security chiefs believed to belong to the hard core wing of Zanu (PF). He has publicly admitted politicising the force- in contravention of the Police Act which forbids officers from taking part in politics.

With evidence from a document titled, “Resolutions of the 2012 Senior Officers’ Conference”, senior officers said Chihuri had warned them late last year, against “selling the country to European agents.”

During the conference, held at the Leopard Rock Hotel in Vumba from November 14-20, Chihuri told officers that those ready to sell Zimbabwe to its former colonizers and their agents were not fit to be in the force. In the past, he has openly accused the MDC and Prime Minister Morgan Tsvangirai of being agents of the West bent on “reversing the gains of independence” by their attempts to beat Mugabe in democratic elections.

“He made it clear that those who did not toe the Zanu (PF) line would be chucked out of the force without benefits and he was very serious,” said a Bulawayo-based superintendent. “He said all those senior officers who thought that Tsvangirai would win the elections and replace him (Chihuri) with a new commissioner would be disappointed because that would not happen in his lifetime.”

The conference also discussed Chihuri’s allocation of 75% of revenue raised through fines to the force’s “income-generating” projects.

“The fines money is now being handled by the ZRP Director of Finance, Senior Assistant Commissioner James Nyakotyo, who then distributes it as project funds to senior officers who show steadfast support to Zanu (PF) and Mugabe,” alleged another senior officer.

The conference, attended by the ZRP’s four Deputy Commissioner Generals, five Commissioners, 25 Senior Assistant Commissioners and 14 Assistant Commissioners, was officially opened and closed by Chihuri.

Its purpose was to help commanders to objectively reflect and deliberate over the successes, failures and challenges of 2012 and come up with an effective managerial and operational blue print for 2013, according to the resolutions document.

“The Commissioner General enjoined Commanders to be patriotic and to prioritize safeguarding of the country’s sovereignty and heritage, given that policing derives its legitimacy from the existence of the nation state, which in our case is Zimbabwe,” reads part of the document.

Chihuri also spoke against those pursuing the devolution of power in the new constitution and those fighting for cessation.

“More so, being patriotic was observed to be a virtue which should naturally be embedded and engrained in the hearts and minds, especially of commanders and every right thinking police officer,” continued the document. “In view of this, commanders resolved to remain united and continuously contribute meaningfully towards the prosperity of the country. The Commanders committed themselves to diligently serve the nation by ensuring effective implementation of the 2012 Senior Officers’ Conference resolutions as well as the Vision 2020 Strategic plan, medium term objectives.”

Chihuri impressed upon commanders that patriotism was the key. “Empowerment, professionalism and total commitment to the nation are subject to patriotism,” added the document.

“He (Chihuri) also enjoined Commanders to be proud of being Zimbabweans and that such pride should never depart them. More importantly, he categorically stated that those Commanders that are ready to surrender Zimbabwe to our erstwhile colonizers and their surrogates are not fit to be police officers,” said the source.

The resolutions states that the conference also resolved that the commanders should vigorously pursue viable income-generating projects to ameliorate operational challenges, meaningfully utilize and show results from the 75% retention scheme on projects funds and equip their farms with necessary machinery to enhance production.
