NGO petitions ZACC over BEAM

Residents here have called on the Zimbabwe Anti-Corruption Commission to investigate officials in charge of the Basic Education Assistance Module and the Harmonised Social Cash Transfer Programme following reports of corruption.

The HSCTP is a social welfare project operated by the Ministry of Labour and Social Welfare. BEAM is a social welfare programme, operated by the same ministry with help from the humanitarian community that supports poor and vulnerable children with school fees, books and uniforms.

A survey by the Bulawayo Progressive Residents Association in Bulawayo revealed that the disadvantaged individuals that are supposed to benefit from the two welfare programmes are being excluded by corrupt officials.

“BPRA is appealing to the Anti-Corruption Commission to investigate the issue and ensure that there is transparency and accountability in the administration of the programmes particularly at this critical time when residents in Bulawayo are faced with calamitous economic challenges as the city is de-industrialising and livelihood standards are compromised,” Emmanuel Ndlovu, the BPRA Advocacy and Programmes manager wrote to ZACC.

BPRA said a survey it conducted revealed that, “there is a sustained and systematic anomaly surrounding the programmes where monies are mis-appropriated and pocketed by corrupt individuals to defraud beneficiaries.”
