New cabinet doomed to flop

The new cabinet does not reflect any will on the part of President Robert Mugabe to arrest the prevailing crisis in Zimbabwe. With education, health, transport, agriculture and business in turmoil, the logical move would have been to have a cabinet dominated by technocrats whose practical experience in their fields would assist in achieving a turnaround. Sam Udenge replaces Dzikamai Mavhaire as the man in charge of energy and power development. Again, Mugabe would have done well to appoint an actual engineer, given the fact that Zimbabwe is more or less operating on the same power supply from 1980, despite the country’s population growth (7Million in 1982 to 14Million in 2012).

Another perplexing decision is the duplication of roles – Information, Media and Broadcasting Services headed by Jonathan Moyo and Information, Communication Technology and Courier Services headed by Supa Mandiwanzira. In previous years all these functions were combined under one ministry.
