Mphoko ordered PetroZim general manager Catherine Katsande and National Oil Infrastructure Company (NOIC) deport manager Charles Mizha to disclose the whereabouts of the man. “Is there any white workers here?” asked Mphoko. “I know of one white worker, I’m not sure whether he is still here who stole a small valve. That valve is the reason why the refinery is no longer working. It was an act of sabotage. Where is he, is he still here?”

Katsande said she only knew of one white man – a former senior manager she identified as one “Mr Thompson” who retired to the United Kingdom. Both Katsande and Mizha professed ignorance over the claims, but Mphoko maintained he knew of the issue during his tenure as a Central Intelligence Organisation (CIO) operative.

The two managers informed Mphoko that looking for the valve was a waste of time as the refinery was now obsolete. “Refurbishing the refinery is not an option because it the Beira-Feruka pipeline supplies 6 million litres while the refinery has a 1 million storage capacity and it will create problems. It is best if we build another one,” said Mizha.

Katsande said the type of fuel that the refinery used to process is different from the one produced now. Experts have said repairing the old refinery would be more expensive than building a new one – Euro72 million opposed to Euro 22 million. The refinery was commissioned in 1965 and only operated for 15 months.
