Town Clerk in violation of the constitution

Chitungwiza - The constitution is the most paramount law on land but there seem to be people who willingly disregard it and, surprisingly, they easily get away with it.

At Chitungwiza Municipality, the Town Clerk Dr George Makunde is occupying the office of the Town Clerk in wanton violation of the supreme law.

Dr Makunde besides being the Town Clerk of Chitungwiza Municipality is also Zanu PF Secretary of Administration for Mashonaland Central. This is ultra-vires the law which clearly stipulates that all public officers in Local Authorities should be non-partisan. For the avoidance of doubt,  Section 266 part three reads: ‘Employees of provincial and metropolitan councils and local authorities must not be office-bearers of any political party’.

As Chitungwiza Residents Trust we are not the only ones to raise this red flag but even the Commission led by Mr Ruzvidzo Pawadyira appointed by the Ministry of Local Government on the 27th of April 2017 observed this sad anomally and pointed out its ramifications on service delivery.

As Chitrest we strongly condemn this reckless disregard of the supreme law by Dr George Makunde. We are of the strong view that dabbling in politics partly explains his failure to come to work punctually, hence the decline in service delivery. Our humble advice to the Town Clerk is that he should choose one of the two, serving his prefered political party or showing dedication to work for the better of our Chitungwiza.

We call upon our Councillors to look into this matter without any fear or favour and with the utmost urgency it deserves.

Failure to take corrective measures by our Council will leave us with no option but to litigate.
