Public Interviews of Candidates for Two ZGC Vacancies:
Friday 14th July
There are two current vacancies on the Zimbabwe Gender Commission [ZGC]. According to the ZGC Annual Report for 2022 [link], which was presented to the National Assembly on 13th June, the vacancies need to be urgently filled.
The Committee on Standing Rules and Orders [CSRO] of Parliament has already issued a public call for nominations of candidates to be submitted to it by members of the public. This call to the public was the first step in the procedure required by section 237(1) of the Constitution, which lays down the process to be followed in appointing the members of the independent constitutional commissions established by Chapter 12 of the Constitution. The ZGC is one of those commissions.
Public Interviews on Friday 14th July at Parliament
This week the CSRO notified the public that it will on Friday 14th July conduct public interviews of seven shortlisted candidates to fill the two vacancies on the ZGC. This was announced in a public notice in newspapers and also on the Parliamentary website. The notice is self-explanatory and is reproduced in full at the end of this bulletin. It names the candidates, the times of their interviews and also important instructions for candidates.
The interviews are the next step in the procedure laid down in section 237(1) of the Constitution.
Public Attendance at the Interviews
Members of the public wishing to observe the interviews should note the warning given in the CSRO notice about the limited space in the Senate’s public gallery and the alternative arrangements available for non-physical observation on Parliament’s social media platforms. A valid ID or passport is necessary for entry into Parliament building.
What Will Happen After the Interviews?
After the interviews the CSRO must, in terms of section 237(1) of the Constitution, prepare a list containing the appropriate number of suitable nominees for appointment by the President, giving the President at least a limited choice in selecting his two appointees from the list. The list must then be submitted the President, who must select his appointees from the list.

ZIMBABWE GENDER COMMISSION (ZGC) INTERVIEWS

The Committee on Standing Rules and Orders (CSRO) of the Parliament of Zimbabwe is mandated in terms of sections 237 and 245 of the Constitution, to nominate candidates for appointment by His Excellency, the President, to serve as Commissioners on the Zimbabwe Gender Commission (ZGC) as provided for in Chapter 12 Part 4 of the Constitution.
In line with the said mandate, the CSRO called on the public to nominate persons to be considered for appointment to this Commission whose functions and person specifications are outlined under Section 246 of the Constitution. The nominations closed on Monday, the 1st of May 2023. The advertisement solicited for nominations for one female and two male candidates, one of whom should have a legal background.
The Parliament of Zimbabwe received nine (9) nominations, five (5) males and four (4) females, by the closing date. The CSRO met on Thursday, the 1st of June 2023 to consider the nominees and shortlisted suitable candidates to serve on the Commission. Resultantly, the following seven (7) shortlisted candidates are hereby advised to attend public interviews on Friday, the 14th of July 2023. IMPORTANT INSTRUCTIONS
All the above-listed candidates are advised to be seated in the National Assembly Chamber, Parliament Building by 0800 hours. Candidates who are not in the Chamber by the commencement of interviews will be disqualified. Mobile cell phones and other electronic gadgets such as laptops will be handed over to the Security department upon entering Parliament Building. Candidates are further reminded to bring with them valid documents such as national identity cards and valid passports for positive identification when entering Parliament Building.
Due to the limited capacity of the Senate Chamber public gallery, a limited number of members of the public will be accommodated in the gallery to witness these interviews.
