You don't have to keep mine confidential. I paid to get a license in Mutare even though I was a competent driver that had been holding an American DL. I was told that was the only way I could get a license. So go ahead publicize my name. This happened in 1994 and it cost me $200. Keep in mind this was when our currency was still strong.
